was founded as a planned community in the 1960s
with seed money from the U.S, Agency for International Development. After it was
established with great
fanfare, the aid givers quickly abandoned it.
Consequently, the infrastructure has collapsed,
unemployment is rampant, and essential social
services are virtually non-existent.
